educational service, as that of the
Medical Service would be if it were
subordinated to a Cadet Officer under
the title of Director of Medical and
Sanitary Services. In saying this
I desire to make no reflection on the
present holder of the office, but on
the occurrence of a vacancy, i think it
very desirable that the post should be
filled by an educationalist, and if
possible from the existing staff of
the department.
9. The financial prospects held
out by your Goverment do not on the
whole compare unfavourably with those
of other Colonics, but it is necessary to
record that the improvement in the
salary scales proposed in your Confiden-
tial despatch of the 15th of July 1926,
and approved in my telegram of the 27th
of November has not (as i had hoped) led
to any improvement in the situation so
far as recruitment is concerned.
